The one fact that matters most in the UAE: a full VASP licence and an “In-Principle Approval” are not the same thing. As of 28 July 2026, VARA listed 52 fully licensed VASPs in Dubai but only 14 held Exchange Services permission. Some big global names are still only on the IPA list and are not permitted to service clients. Verify any platform on the VARA public register before you deposit.

Fees are standard published retail spot maker/taker rates and can fall with volume tiers or platform tokens; confirm on each exchange. “VARA full” means an active full VASP licence including Exchange Services on the register we checked. Kraken appears on VARA’s IPA list (not yet full); Coinbase’s Dubai entity serves institutional/qualified clients rather than the standard retail app.
Why OKX is our #1 pick for most UAE residents
OKX’s local entity, OKX Middle East Fintech FZE, holds an active full VASP licence (reference VL/23/12/003, issued 17 September 2024) covering Exchange Services — including derivatives — broker-dealer, lending and investment services, and is explicitly permitted to serve retail, qualified and institutional investors. That is the full permission set a newcomer needs: you are not relying on a platform that only has provisional approval.
What we like
- Full, active VARA licence for retail spot and regulated derivatives — status “Active” on the public register.
- Real AED rails: direct AED deposit and withdrawal by local UAE bank transfer, plus AED and USD pairs and card funding.
- Low spot cost: 0.08% maker / 0.10% taker, with lower tiers as your volume grows.
- Proof of reserves published monthly, a self-custody Web3 wallet, and demo trading to practise without risk.
- 280+ assets, trading bots and a clean beginner app alongside an advanced terminal.
The trade-offs
- Retail derivatives and margin are capped at 5x and need a suitability test (qualified investors can reach 50x).
- P2P and third-party payment are disabled on the regulated UAE entity; local bank transfer is the main rail.
- Simple/Express buy spreads are wider than the spot order book — use spot with a limit order to save.

When to pick Binance, Bybit or Rain instead
Pick Binance if asset range and liquidity are your top priority. Binance FZE holds a full VARA licence (issued 15 April 2024) and added an ADGM licence that went live in January 2026 under its Nest brand, giving it the broadest dual-regulator footprint of any global venue. It lists 500+ assets, supports AED bank/card/P2P, and offers the deepest BTC and ETH order books (least slippage on large orders). The trade-offs: 0.10% standard spot fees (0.075% if you pay with BNB), a dense interface for first-timers, and the 2023 $4.3 billion US Department of Justice settlement on its global record.
Pick Bybit if you live in the wider mainland — Sharjah, Ajman, Ras Al Khaimah, Fujairah or Umm Al Quwain — where VARA coverage technically stops short. In October 2025 Bybit received the first full federal Virtual Asset Platform Operator Licence (now under the CMA) covering the whole mainland, and added AED bank rails via Mercuryo plus BTC/AED and ETH/AED pairs. Important nuance: inside Dubai its VARA status is still only an IPA, so Dubai residents should confirm service eligibility directly. Its February 2025 $1.5 billion hack (fully repaid to all users) is also worth knowing.
Pick Rain if you want the most local, Arabic-first, AED-native experience. It is ADGM/FSRA-regulated with Standard Chartered custody and straightforward dirham on-ramps, but its fees (around 0.10% / 0.25%) and 70+ asset list are better suited to long-term buyers than active traders.
UAE crypto regulation in plain English
The UAE has four regulators depending on where you are, which is why “is it licensed?” is the wrong first question — “licensed by which regulator, for which activity, and does that cover me?” is the right one.
| Regulator | Covers | What it means for you |
|---|---|---|
| VARA | Dubai mainland and all Dubai free zones except the DIFC | The main licence to check for Dubai residents. Look for a full VASP licence with “Exchange Services” and status Active. |
| FSRA (ADGM) | Abu Dhabi Global Market | Common for local venues such as Rain and Binance’s Nest brand; English-common-law framework. |
| DFSA | DIFC (Dubai financial free zone) | Largely institutional and professional-investor focused. |
| CMA (formerly SCA) | Federal — wider UAE mainland | Since January 2026 virtual assets sit inside the federal capital-markets perimeter; Bybit’s full licence lives here. |
Full licence vs IPA: VARA’s own rules say an In-Principle Approval holder must not conduct virtual asset activities or service clients until the full licence is issued. In March 2026 VARA ordered KuCoin to cease operations in Dubai for operating without a licence, showing this is enforced. Using an unauthorised platform is an offence under Federal Decree-Law No. 6 of 2025 — your funds and your recourse are at risk on one. Cross-check the register on the day you sign up, because status changes month to month.
Good news on tax: individuals in the UAE currently pay no personal income tax and no capital gains tax on crypto. Treat that as general information, not personalised tax advice — business activity and future rule changes can alter the picture.
How to buy crypto in the UAE step by step
- Pick a platform licensed for your emirate. Dubai → VARA full licence; Abu Dhabi/ADGM → FSRA; other emirates → a federal CMA licence works. The table above is built on this.
- Register and complete KYC. Have your Emirates ID (or passport) ready and finish identity and address verification. Strict onboarding on a regulated venue is part of the protection.
- Pass the derivatives suitability test if you want margin or futures — required by VARA even on a fully licensed venue.
- Deposit AED by local bank transfer (cheapest) or card. Start with a small test transfer and confirm the account name matches exactly.
- Buy on the spot market with a limit order, not the one-tap “Express buy” button — the fee/spread difference is meaningful over time.
- Withdraw a small amount back to your bank to confirm the full round-trip works before moving larger sums.
- For long-term holdings, move the bulk to a self-custody or hardware wallet; keep only trading funds on the exchange.
Fees that actually matter (beyond the headline rate)
The maker/taker number is only one of four costs. New traders routinely lose more to the other three without noticing.
- Trading fee: OKX 0.08%/0.10%, Binance 0.10% (0.075% with BNB), Bybit 0.10% spot (as low as 0.02% maker on futures), Rain 0.10%/0.25%.
- Instant-buy spread: “Convert” and Express buttons bundle a wide spread. On a 10,000 AED purchase that can cost several times the spot fee for the same asset.
- Deposit/withdrawal: AED local bank transfers on OKX are the low-cost route; cards and third-party rails add charges that vary.
- Funding and leverage costs on perpetuals: funding is paid between traders every few hours and can dwarf the trading fee on a held position — see our funding-rate explainer and funding calculator.

UAE-specific mistakes to avoid
- Trusting an “approved in the UAE” badge on a homepage. Only the regulator’s public register counts — and check whether it is a full licence or an IPA.
- Assuming one licence covers every emirate. A VARA-only platform and a federal-CMA platform cover different geography; match the licence to where you live.
- Skipping the name-match on bank transfers. AED withdrawals usually require the bank account name to exactly match your verified exchange account — Arabic-name transliterations can cause friction, so test early.
- Chasing 100x+ leverage on offshore venues. Regulated UAE retail leverage is capped at 5x for good reason; offshore high-leverage sites are usually unlicensed and combine legal risk with near-certain liquidation risk for beginners.
- Leaving everything on the exchange. Use regulated custody while trading, but self-custody the bulk of long-term holdings and switch on 2FA and an anti-phishing code.
Frequently asked questions
Is crypto trading legal in the UAE?
Yes, crypto is legal and regulated — but only through a platform authorised for your location by VARA (Dubai outside DIFC), FSRA (ADGM), DFSA (DIFC) or the federal CMA (wider mainland). Using an unlicensed platform is an offence under Federal Decree-Law No. 6 of 2025.
Which crypto exchange is best in the UAE for 2026?
For most retail users we rank OKX first — full active VARA licence covering retail spot and derivatives, direct AED bank transfers, 0.08%/0.10% fees and monthly proof of reserves. Binance leads on liquidity and asset count, Bybit is the strongest licensed choice for mainland residents outside Dubai, and Rain is the most AED-native local option.
Can I deposit AED directly on OKX?
Yes. UAE residents are served by OKX Middle East Fintech FZE and can deposit and withdraw AED via local bank transfer, use AED/USD pairs and cards. P2P and third-party payments are not available on the regulated UAE entity, and retail leverage is capped at 5x after a suitability test.
Is Bybit fully licensed in Dubai?
Bybit holds a full federal licence from the CMA (announced October 2025, the first of its kind) covering the wider UAE mainland, but on VARA’s Dubai register it still appears under In-Principle Approval, not a full licence. Dubai residents should confirm eligibility directly with the platform; residents of other emirates are covered by the federal route.
Do I pay tax on crypto gains in the UAE?
Individuals currently pay no personal income or capital gains tax on crypto in the UAE. This is general information, not tax advice; business activity and future regulatory changes may be treated differently.
What leverage can I use on a regulated UAE exchange?
On OKX’s VARA-regulated entity, retail clients get up to 5x on margin and derivatives after a suitability assessment; qualified and institutional investors can reach 50x. Higher leverage sharply raises liquidation risk for new traders.
How do I check an exchange’s VARA licence myself?
Open the VARA public register (vara.ae → Licences & Register), search the entity name, and confirm three things: status shows Active/fully licensed, “Exchange Services” is among the permitted activities, and retail investors are included. An In-Principle Approval entry does not permit client servicing.
